New Law Proposed: National Plan to Predict Floods and Droughts
National Flood and Drought Prediction Plan
This proposed law is about creating a national plan to predict floods and droughts. Right now, Canada doesn't have one clear strategy for this. The plan would help us know when and where these events might happen. It would look at things like weather patterns and water levels. This proposed law would affect everyone in Canada. Floods and droughts can damage homes, farms, and businesses. They can also disrupt our water and food supplies. By predicting these events better, we can take steps to protect ourselves. This could include building better infrastructure or helping people evacuate before a flood. This proposed law matters because floods and droughts are becoming more common and severe due to climate change. Being prepared can save lives and money. It can also help us protect our environment and economy. A national plan would make sure everyone is working together to deal with these challenges.
My colleague said we should work together. But I don't think the Bloc Québécois party is doing that. They voted against a bill about flood forecasting, even though they voted for the same thing before.

I am sad about the loss of Sandy Repko, Tomi Hulkkonen, and Tom Kissner. Tomi's name will be on my Bill C-241.
Where this proposed law falls on the policy spectrums that Canadians care about
The bill requires the development of a plan, which implies government spending for its creation and implementation. This pushes it slightly towards increased spending.
The bill focuses on predicting and preparing for floods and droughts, which are exacerbated by climate change. This indicates a proactive approach to climate-related risks, aligning it towards emergency climate measures.
Floods and droughts disproportionately affect rural communities. Preparing for these events provides some support for these communities, moving it slightly towards rural revitalization programs.
This proposed law aims to create a national strategy for predicting floods and droughts, which is good for planning and safety. However, it doesn't guarantee any actual changes or funding, just assessments and proposals.
Things to Watch For
- The strategy relies on collaboration with many groups, but doesn't say what happens if they disagree.
- It's unclear if the proposed forecasting service will actually be created or funded.
- The law focuses on forecasting, but not on actions to prevent or mitigate damage from floods and droughts.
- The strategy only requires assessments and proposals, with no guarantee of implementation or concrete action.

How likely this proposed law is to be approved
Private member's bills rarely pass, and this one deals with a complex issue that usually requires government resources and coordination. While the topic is important, it might not gain enough support to become law.
